The Basics: Licenses, Side of the Road, and Fuel

Puerto Rico drives on the right, just like the mainland U.S. A valid U.S. or international driver license is accepted. Fuel is sold in gallons (U.S. standard), and gas stations are plentiful near cities but can be sparse on rural mountain routes — fill up before long drives into the cordillera or toward Vieques/Culebra ferries.

Speed limits are posted in miles per hour (mph), but distances on signs are often in kilometers. Watch for this mix — it catches visitors off guard.

Posted speed limits in Puerto Rico:

• Residential and school zones: 15–25 mph
• Urban streets: 25–35 mph
• Rural highways: 45–55 mph
• Expressways (PR-22, PR-52, PR-66): 65 mph

Tolls & AutoExpreso

Puerto Rico's major expressways use electronic tolls via AutoExpreso. Many tolls are now all-electronic (no booths). Our optional Toll Program covers AutoExpreso usage during your rental — a flat one-time fee, tabulated after return — so you never have to register a transponder yourself.

Without the program, tolls are billed to the rental vehicle and passed through with an administrative fee. Adding the Toll Program at checkout is almost always cheaper for multi-day rentals.

Roads & Scenic Routes

Puerto Rico's highway network is well-maintained and connects every region. The most scenic and useful routes for visitors:

• PR-22 (east–west along the north coast): San Juan → Arecibo → Aguadilla. Fast and scenic.
• PR-52 (north–south): San Juan → Ponce through the central mountains.
• PR-2 (west coast): Aguadilla → Mayagüez → Ponce along Porta del Sol.
• PR-3 (east coast): San Juan → Fajardo → Ceiba (ferry to Vieques/Culebra).
• PR-10 (interior): Ponce → Arecibo through the karst mountains — a spectacular drive.

Parking

Street parking in Old San Juan and Condado can be tight; look for public lots (parqueaderos) which are affordable and safe. Hotels typically offer parking for guests. In rural and beach areas, parking is usually free and informal — park where locals park and do not leave valuables visible.

Never park in front of yellow curbs or red-painted zones; towing is enforced in San Juan and tourist towns.

Driving Tips for Visitors

A few practical tips that make driving in Puerto Rico smoother:

• Local drivers can be assertive — use turn signals and expect sudden lane changes in metro areas.
• GPS works island-wide; download offline maps for mountain areas with spotty signal.
• Watch for speed bumps (reductores) in towns — they are often unmarked.
• After dark in rural areas, drive cautiously; some roads are narrow and unlit.
• Fill up before driving to Vieques/Culebra ferry terminals in Ceiba or Fajardo.
